Organisation


In compliance with the "project-driven" approach of SEECEL as well as limited human resources, the management of SEECEL is based on the matrix organization concept, i.e. an endeavour to create internal synergism through shared responsibility between functional and project management.

Interns
The Interns are young individuals with no or with limited professional experience who contribute to the work of SEECEL by applying specific skills linked to their educational and university background, including assistance with high-level administrative and logistical tasks.





Ms Efka Heder, Director, Senior Education Expert



Previous to the position of SEECEL Director, Efka Heder held posts within the European Training Foundation (ETF), as Educational and Entrepreneurial Learning International Expert and Policy Analyst (working with IPA, MEDA and EU countries), and has worked in the Croatian National Institute of Education as an Assistant Director. Ms Heder`s main interests, with more than twenty years of professional experience, are within the sphere of human capital development, with a particular focus on entrepreneurial learning and knowledge management.
 
Ms Heder holds a MA in Geography from the Faculty of Natural Sciences at the University of Zagreb in Croatia, as well as an MA in Economics, Entrepreneurship and Education from Delaware University in the USA. She also holds accredited international courses from the National Council on Economic Education from Economics America in the USA and training certificate from the European Training Foundation.

Ms Maja Ljubić, Assistant Director, Senior Education Expert



Maja Ljubić is the assistant director at the South East European Centre for Entrepreneurial Learning (SEECEL), where she continues to build upon twenty years professional experience in education and training.
She specialises in the development of national qualification frameworks, curriculum development based on learning outcomes, social inclusion and teacher training. Prior to her position at SEECEL, Maja was a senior adviser for education at the Education and Teacher Training Agency in Zagreb, Croatia, as well as in the Institute of Education of the Republic of Croatia.

Maja holds a BA in Defectology and an MSc in Inclusive Education from the Faculty of Special Education and Rehabilitation at Zagreb University. She also holds a variety of education-related certificates and accredited courses from a variety of institutions, including OECD, The Danish Institute for Educational Training of Vocational Teachers, UNESCO, University of Missouri, The Dutch Inspectorate of Education, and many others.

Ms Sandra Rončević, Assistant Director, Project/Programming Manager

 

Sandra Rončević holds the position of the Project Manager and Assistant Director at the South East European Centre for Entrepreneurial Learning (SEECEL).
Being involved in different EU and other donor funded projects over last ten years and by holding similar positions since the early start, she developed excellent skills in project management and overall coordination and implementation of specific projects of different scope and duration.

Some of her tasks include day to day management in order to ensure sound implementation and management of projects including financial overviews and reporting,  procurement and administrative procedures.

Sandra holds B.A. degree in humanistic science, respectively in Italian Language and Culture (historical – cultural curriculum, obtained her degree at History Department at the University of Turin) through the consortium of Italian Universities with the headquarters in Pisa, Italy.




Ms Sonja Šegvić, Office and Event Manager


 
Sonja Šegvić holds the position of Office and Event Manager at the South East European Centre for Entrepreneurial Learning (SEECEL). She is responsible for organising and coordinating SEECEL events and for managing PR activities. In addition, her tasks include ensuring the implementation of administrative, financial procedures and procurement procedures in accordance with the PRAG and national legislation, maintenance of all SEECEL records and documents and other horizontal and networking activities.
 
Before SEECEL, Sonja worked at the Agency for Adult Education as a Head of Project Implementation Unit for CARDS 2004 Adult Learning project and within the same unit she was responsible for the preparation and implementation of IPA projects. Afterwards she left to the Central Finance and Contracting Agency to work as a Project Manager.
During her work, she participated in the project preparation, implementation and monitoring and also in preparation of specific project documentation within CARDS, PHARE and IPA programmes as the beneficiary, as well as the Contracting Authority. Also, she attended training of trainers (ToT) for grant contracts and is an authorized trainer and was a member of Croatian National Working Group for the National Strategic Reference Framework (umbrella policy document for the programming of EU Structural Funds and Cohesion Fund upon the accession of Republic of Croatia as a member state of the European Union).

In her spare time, she is a member of Governing Board of an NGO that promotes healthy living, is a co-founder and a volunteer of an NGO that deals with sustainable growth and social entrepreneurship and is a certified Hatha Yoga Teacher.
 

Sonja gained the title of Master of Economics at the Faculty of Economics, at Split University.
In addition, she was awarded by the London School of Public Relations with a professional development qualification in Public Relations and Reputation Management and is a member of the Croatian Public Relations Association.

Mr Davor Kolarić, Financial Administrator


Davor Kolarić holds the position of the Financial Administrator at the South East European Centre for Entrepreneurial Learning (SEECEL).

Some of his tasks are support, planning, organization and control of projects’ financial flows, assistance in preparing financial reports and budgets, payment procedures and supervision of financial data to ensure the accuracy and completeness.
Prior to joining SEECEL team, Davor worked as an auditor at PricewaterhouseCoopers Ltd., Zagreb and accountant in Fin-team Ltd., Zagreb.
He gained the title of Bachelor of Economics at the Faculty of Economics (Finance Department), at Zagreb University.
